Department of Works, Offices, White Horse Street, Commercial Road East. Gentlemen, I beg to submit to you my Report upon the Works executed in the District from Lady-day, 1874, to Lady-day, 1875. SEWERS. New Sewers have been constructed of the following lengths and sizes, viz.:— PIPE SEWERS. 780 feet 15-inch Pipe Sewer, constructed in Copenhagen Place, Limehouse. 343 „ 12-inch „ „ Oak Lane, Limehouse. 704 „ 12-inch „ „ Cinnamon Street, and 249 „ 9-inch „ „ Prussom's Island, 281 „ 6-inch „ „ Wapping. 1,400 feet of Brick Sewers, and 26,000 feet of small Brick and Pipe Sewers have been flushed by the men employed by the Board. 20 new Gullies have been constructed, 490 feet 6-inch- Pipe to connect the same with Sewers. 15 Gullies have been altered and repaired. 21 new Gully Grates have been supplied. 1 new Flushing Box has been fixed. 3 Flushing Shafts cleansed and repaired. 3 new side entrance flaps supplied and fixed. 2 entrance shafts altered. The following Works have been done in connecting house and gulley drains with new sewers where the old sewers have been discontinued, viz.:— 280 feet of 6-inch pipe drains in Oak Lane, Limehouse, and Prussom's Island and Cinnamon Street, Wapping. All the Gullies in the District have been periodically emptied, and deodorized with chloride of zinc and water. HOUSE DRAINAGE. 90 houses (including 57 new erections and other buildings) have been connected with the sewers, and the following works executed in connection therewith, viz.:— 136 feet of 15-inch pipe drains laid. 416 „ 9-inch do. 4,735 „ 6-inch do. 1,093 „ 4-inch do. 24 Closet pans and traps fixed. 56 Sinks and traps fixed. Inspections are being constantly made by the Inspectors, tinder my direction, from house to house throughout the District, for the purpose of ascertaining what Cesspools remain, and whether any defective drains exist. PAVING. New footway Paving has been laid down as follows, viz.:— Shadwell.—Twine Court. Old footway Paving has been relaid as follows:— Limehouse.—Church Row; Passage to Fore Street; next new Board Schools in Aston Street; Cayley Street; and Conder Street. Ratcliff.—Narrow Street. Wapping.—Brewhouse Lane. New carriage-way Paving has been laid down as follows :— Limehouse.—Parnham Street (in lieu of old pebble paving.) Shadwell.—Twine Court. Old carriage-way paving has been relaid as follows:- Limehouse.—Three Colt Street, near the Limekiln; defective parts of Limehouse Causeway; North end of Carr Street; defective parts of Frederick Street and York Road; Old tram has been laid down in the narrow parts of Fore Street and Limehouse Causeway; Copenhagen Place; a portion of the new street, Three Colt Street. Ratcliff.—Carriage-way of Bromley Street repaired with broken stone. Shadwell.—The breasts and channels of Old Gravel Lane; St. George Street, near Well Street. Wapping.—Over the various sewer shafts in High Street. Carriage crossings have been formed at the following places:— Limehouse.—New part of Clemence Street, Burdett Road; Mr. Stone's premises, No. 35, Catherine Street; in front of Messrs. Whitehead's premises, Thomas Street. The following carriage crossing has been relaid :— Limehouse.—Next the David and Harp, Fore Street. SPECIAL PAVING. Pursuant to the directions of the Board, estimates of the cost of paving the following streets in the parish of Limehouse have been prepared, and apportionments of the sums to be paid by the several owners of land and houses abutting on such streets have been made, and orders for payment of the several apportioned sums have been served upon such owners. LIGHTING. The number of public Lamps in the District is 784, being an increase of 2 since Lady-day, 1874. The alterations of the positions of the old Lamps, and the refixing of the new ones in the new street from Three Colt Street to Risbies' Rope Walk, Limehouse, have been completed. PUBLIC URINALS. Two new Slate Urinals, with two compartments each, have been erected at the following places:—One in the passage to Wapping New Stairs, and the other at Wapping Dock Stairs. The Urinals are flushed and cleansed with water by men employed by the Board, and have been maintained in good order. CLEANSING & WATERING. The principal paved streets are cleansed daily, and the others not less than twice a week. During the past season the whole of the streets, &c., have been constantly watered by the Contractors, with water from the East London Water Works. RENAMING STREETS & RENUMBERING HOUSES THEREIN. The Metropolitan Board of Works have made orders for renaming certain streets in the District, and for renumbering the houses therein, viz.:— Burdett Road Houses to be renumbered, and all subsidiary names abolished. West India Dock Road do. do. Commercial Road do. do. Devonport Street do. do. Orders have been served upon the occupiers of the houses in the said thoroughfares in this District to alter their numbers accordingly. IMPROVEMENTS. Limehouse.—(Narrow Street & Risbies' Rope Walk.)— The purchase of the Freehold Premises in Narrow Street, belonging to the Trustees of the late Mr. Merceron, has been completed. The surplus land and hoarding have been offered for sale in 4 lots, and sold to Mr. Barnes, Messrs. Dowson & Worth, Mr. Porcas, and Mr. Johnson respectively. The party wall between the premises, lately pulled down, and Mr. Snape's house in Three Colt Street, has been repaired and put in order. Shadwell.—(New Crane.)—The piece of surplus land at New Gravel Lane, which was let on lease to the Ratcliff Gas Company, has been conveyed to them upon payment of the purchase money; the Company undertaking to complete the buildings upon the land within 12 months. Shadwell.—(Sun Tavern Gap.)—The old materials of the houses in Sun Tavern Gap and Cable Street, which were pulled down for the Improvement, have been sold. Tenders for the construction of the new Bridge over Sun Tavern Gap have been received, and the Tender of Messrs. Cooke & Green, for the sum of £1,850, accepted, and the works are being proceeded with. Nogociations have been concluded with the various persons interested in the following premises required for this Improvement, viz.:—The Lessees and Occupiers of Nos. 424, 426, and 428, Cable Street; the tenant of No. 5, Sun Tavern Gap; the tenant of the house, cow barn, and premises in rear of 161, High Street; Lady Glamis, the Freeholder of the Shadwell Estate. The old materials of the several houses pulled down for the Improvement have been disposed of by tender in 10 lots, according to the directions of the Board. Shadwell.—(Wapping Wall.)—The sum of £5,633 has been borrowed from the Metropolitan Board of Works, for the purposes of this Improvement, to be repaid by annual instalments extending over a period of 55 years, and to bear interest, payable quarterly, at £3 18s. 6d. per annum. Mr. Phillips having refused to cany out the arrangement made to accept £5,000 for his property in Wapping Wall, and having sold the same to Messrs. Anderson and Ludlam, the property has been purchased by the Board of Messrs. Anderson and Ludlam, at the sum of £207 beyond the sum which it was agreed should be paid to Mr. Phillips. Wapping.—A notice having been served by the Executors of the late Mr. J. R. Hall, of their intention to purchase the plot of land and premises arranged to be demised by agreement dated 25th July, 1872, between the Board and Mr. Hall, upon the terms and as provided by the agreement; and accordingly the land has been conveyed to Mr. Hall's Executors, and the purchase money, viz., £3,037 10s. paid to the Treasurer of the Board. The two houses belonging to the Board in Church Court have been pulled down, and the materials sold; the hoarding has been set back, and the lamp therefrom refixed on the adjoining house. The "Black Boy" public-house has been sold for the sum of £1,300. On account of the erection of new warehouses in High Street, Wapping, between St. Bride's Wharf and King Edward Street, the Board considered it desirable to make arrangements with the parties interested for the setting back of the frontage on the North side of the street from St. Bride's Wharf to Wapping Dock Street, so as to widen the same to 40 feet. The property belongs to the Bridewell Hospital, and is held under a Building Lease by Messrs. Middleton, Son & Co. The street at present is about 26 feet wide, and will only allow the passage of two vehicles at a time. Nogociations are pending with the various persons interested with a view to carrying out the Improvement. BILLS IN PARLIAMENT. Commercial Gas Bill.—The Commercial Gas Company having given notice that application would be made to Parliament for power to erect new works at Bromley, Middlesex, and for other purposes, and also to amalgamate with the Ratcliff Gas Company, the matter was referred to the Works and Survey Committee, with power to confer with the adjoining Districts supplied by the two Companies. Representatives were appointed by this Board, and by the Mile End Old Town Vestry, and the Whitechapel District Board, and such Representatives had three meetings upon the subject, and the following Resolutions were passed:— "That no opposition should be offered to the amalgamation "of the Commercial Gas Company with the Ratcliff Gas Company." "That it would be objectionable in the interests of the con"sumers that an amalgamation should take place between the "Commercial and Chartered Gas Companies, and that anyproceed"ing in that direction should be opposed." "That the Conference recommend that the Commercial Gas "Companys Bill be supported upon the following conditions:— "'That the Company agree to insert clauses in the Bill "'restricting the raising of capital to what may from time to time "'be necessary to enable the Company to effectually supply the "' District. "'That such capital be raised, one moiety in shares, and the "'other moiety by loans at interest not to exceed £5 per cent. "That (in the interest of consumers) the dividend, not exceed"'ing £10 per cent. upon share capital, to be regulated by the "'price of gas.'" Metropolitan Gas Regulation Bill.—The Board have also had under consideration the provisions of the Metropolis Gas Regulation Bill, in connection with the Commercial Gas Bill; and it was resolved that in the event of the Commercial Gas Company agreeing to adopt the terms of the Resolutions passed by the Joint Committee, the Board give such support to the Company as may be necessary to enable them to obtain their Act. Regent's Canal and Dock Bill.—Notice has been given that application is intended to be made to Parliament for leave to bring in a Bill for powers to purchase the Regent's Canal Basin; also to enlarge the present Ship Basin at Limehouse; to make a Landing Stage next the River Thames; to make a New Cut instead of the present Limehouse Cut of the River Lea; to widen and improve parts of Narrow Street and Fore Street, Limehouse; to make a new road from Fore Street to Ropemakers Fields; to make Railways Nos. 1, 2, 3, and 4; to connect the said Landing Stage and Dock with the main line of the Great Eastern Railway near to the Bridge carrying that Railway over the Regent's Canal; to make alterations and improvements in the Canal at the Salmon Lane, Ben Jonson, Stepney footpath, and Mile End Bridges; to stop up certain streets and places in Limehouse and Mile End; and for other purposes. The matter has been referred to the Members for Limehouse, with power to make such arrangements with the promoters as they shall think expedient; and a Petition has been lodged on behalf of the Board against the Bill. Artizans' and Labourers' Dwellings' Bill.—The Board have had under consideration the provisions of the Artizans' and Labourers' Dwellings Bill in Parliament; and it appears that the object of the Bill is the destruction of unhealthy dwellings, and obtaining suitable sites for the erection of new dwellings. By direction of the Board, a communication has been addressed to the Home Secretary, who has charge of the Bill, suggesting that provision should be made therein for the Vestries and District Boards to have an opportunity of making any objections or suggestions upon any scheme proposed by the Local Authority before it is submitted to the Confirming Authority, and also to the Confirming Authority before a decision is arrived at. DISINFECTING ROOM AND APPARATUS. Tenders for works in connection with a Disinfecting Room have been received, according to the directions of the Board, and the Tender of Mr. Stuttle has been accepted, and the work completed, the site being the half Railway Arch belonging to the Board between Dorset Street and Caroline Street, Ratcliff. A Disinfecting Apparatus has been supplied by Mr. Leoni, and a truck for the conveyance of articles to be disinfected has been supplied by Messrs. Robinson & Napton. BURDETT ROAD BRIDGE. Pursuant to the orders of the Board, iron fencing has been fixed on the coping of the balustrading at the south end of the bridge over the Lee Cut in Burdett Road. HIGH TIDES. Parts of the District at the waterside have again been inundated by high tides, and much damage done thereby. Communications have been addressed to the Metropolitan Board upon the subject, with a view of urging them to endeavour to obtain Parliamentary powers to secure the protection of districts and properties which abut upon the river, from floods; and that Board has resolved to make application to Parliament to authorize the Board to require the Vestries and District Boards whose districts abut upon the River, and also the owners of properties abutting upon the River, to make proper walls and defences for the protection of their Parishes and Districts and properties from floods; and, upon their default, to enable the Board to do the work, and charge them with the costs; and that proper provisions should be contained in the Bill generally for giving effect to the provisions suggested. The matter has been referred to the Works and Survey Committee, with authority to confer with the Metropolitan Board upon the matter, and arrange for proper clauses being inserted in the Bill New Stairs have been constructed at Duke Shore Ferry, Limehouse, with stone tram from the Commercial Road; and all the other Stairs throughout the District have been raised, with a view to prevent, as far as possible, the flooding of the streets at high tides. FLOODINGS FROM STORM WATERS. During a very heavy storm in July last, several houses and premises in the District were inundated on account of the incapacity of the main sewers to carry off the storm waters, and many applications were forwarded to this Board from owners and occupiers of premises in the District for compensation for loss and damage alleged to have been sustained by them in consequence thereof. By direction of the Board, all such applications have been forwarded to the Metropolitan Board, and the attention of that Board has been called to the necessity for the construction of additional sewers to divert the storm waters from the main sewers. The Metropolitan Board has acknowledged the receipt of this Board's communication upon the subject, and stated in reply that that Board is unable to admit any liability in the matter. NEW BRIDGE & PLATFORMS AT STEPNEY STATION. The Engineer of the London and Blackwall Railway Company has submitted plans for the construction of a new Bridge across the Commercial Road, and platforms across York Street East and York Road, for the approval of the Board, pursuant to the Company's Act of Parliament passed in 1873. The Board approved such Plans, subject to efficient means being provided to prevent drippings from the enclosure of the platforms fronting the streets on to the public way, and also that efficient means be adopted to deaden the sound of trains passing over the bridge. Gentlemen, I have the honour to submit to you my Report on the sanitary condition of your District during the year 1874. In that period there were registered 2,086 births and 1,218 deaths. From this latter number should be deducted 33, the number of deaths of non-residents which occurred in the East London Hospital for Children; and to it should be added 176, the number of deaths of residents in the District which occurred in the Stepney Sick Asylum at Bromley. This will give a total of 1,361 deaths of persons resident in the Limehouse District during the year. The principal causes of death in the Midsummer quarter were Phthisis, Bronchitis, and Pneumonia. The principal causes of death in the Michaelmas quarter were Scarlatina, Diarrhoea, Tubercular Diseases, and Convulsions. The principal causes of death in the Christmas quarter were 3 Scarlatina, Tubercular Diseases, Convulsions, and Inflammatory Affections of the Respiratory Organs. In this quarter occurred the largest number of deaths from old age. The death rate for the year was 21.1 per 1,000. By referring to Table V. in the Appendix, you will find that the diseases which have principally contributed to this result have been Measles, Scarlatina, Hooping Cough, Diarrhoea, Tubercular Diseases, Convulsions, Inflammatory Diseases of the Lungs, Premature Birth, and Debility. I have nothing new to say regarding this great infant mortality. v Scarlatina was more fatal than it had been any year since 1869, when it caused 152 deaths. Of a thousand deaths, 245 were produced by diseases of this class, and they were fatal to five persons in every 1,000 of the population. On referring to Table V. in the Appendix, you will find that 5 no death was registered from Small-Pox during the year. Measles caused 36 deaths, and Scarlatina 105 deaths, while Croup, Hooping Cough, Fevers, and Diarrhoea are credited respectively with 26, 30, 26, and 45 deaths. Of 1,000 deaths, 163 were due to diseases of this class, and they were fatal to three persons in every 1,000 of the population. Local diseases caused 539 deaths. Four hundred and forty-two of 1,000 deaths were due to diseases of this class, and they were fatal to nine persons in every 1,000 of the population. Developmental diseases caused 122 deaths. One hundred of every 1,000 deaths were due to diseases of this character, and they were fatal to two persons in every 1,000 of the population. From violent causes fifty-nine persons died. Forty-eight of every 1,000 deaths were 6 due to violence, and it was fatal to one person in every 1,000 of the population. Many hundred houses have been inspected during the year, and for a detailed report concerning them, I beg to refer you to Table VI. in the Appendix. COW SHEDS AND SLAUGHTER HOUSES. These structures were inspected by me prior to the licensing day, and the defects discovered therein reported to your Board. These defects having been remedied, the licenses were renewed by the Justices. ADULTERATION OF FOOD ACT. A large number of articles of food have been examined at the Laboratory, and certificates given in accordance with the result of 7 the examination.
